香港领事馆认证领事认证是指领事认证机构根据自然人、法人或其他组织的申请，对国内涉外书、其他证明文书或国外有关文书上后一个印鉴、签名的真实性予以确认的活动。领事认证的目的是使一国出具的文书能在其他境内得以承认，不会因怀疑文书上的印鉴、签名的真实性而影响其域外的法律效力。领事认证不对书或者其他证明文书证明的事项行使证明职能，不对文书内容本身的真实性、性负责，文书内容由文书出具机构负责。
我国国内领事认证机构，是指、委托的地方外事部门（以下称地方外办）。我国国外领事认证机构，是指驻外使领馆以及委托的其他驻外机构。
